Grants to support the production and co-production of audiovisual works for the year 2025
ANALYSIS OF THE APPLICATIONS
FOR INDEPENDENT AUDIOVISUAL PRODUCTION COMPANIES

This ICIB grant is offered to the audiovisual sector to promote the production of feature films, documentaries, short films and miniseries or web series. Overall, it subsidises key aspects for the development of professional projects within the framework of the different formats registered in this discipline.

What is it?

The ICIB offers this grant with the aim of supporting the production and co-production of professional audiovisual works. With a total budget of €1,000,000, this line of funding covers the following categories and genres:

  • Category A: feature-length fiction and animated films.
  • Category B: feature-length documentary films and documentary units for television.
  • Category C: short fiction, animated and documentary films.
  • Category D: miniseries and web series in fiction, animation or documentary.

Eligible expenses include, for example, those related to the script or soundtrack of the work, costs related to set design and decoration, or those related to the post-production phase. Thus, in addition to covering the advertising and promotion costs of the project, this aid also includes the costs of dubbing, subtitling or translation into any language.

In any case, audiovisual projects submitted under this call must meet the requirements set out in Section 5.

Who is it for?

Natural persons registered as self-employed and legal persons (including economic interest groups) with legal personality and Spanish nationality or nationality of any other Member State of the European Union or the European Economic Area (EEA) may be beneficiaries of the grant, provided that they meet the other requirements set out in the call for applications (Section 4).

In the case of co-productions:

  • In general, it will be necessary to have a 20% or greater share in the production and ownership of the rights to the audiovisual project. Exceptions: up to a minimum of 10% in the case of international co-productions involving four or more countries, as well as in the case of minority co-productions of type A projects exceeding 2.2 million euros.
  • Projects in which participation is exclusively financial will not be accepted.
  • A minimum investment in the Balearic Islands equal to or greater than 125% of the grant received must be guaranteed, always within the limits established in Article 54.4 of Regulation (EU) No. 651/2014.
  • If co-producers wish to apply for aid jointly, they must form the group stipulated in Section 4.2 of the call for applications.
  • In the case of international co-productions, only the Spanish co-producer or the co-producer with its registered office or permanent establishment in Spain may be the beneficiary.
Deadlines
Submission of applications

From 1 August to 5 September 2025 (both inclusive).

Start of filming

For categories A, B and D, between 1 January 2025 and 30 June 2027, and between 1 January 2025 and 30 June 2026 for category C.

Delivery of the master copy

For categories A, B and D, three years from the publication of the grant award decision and two years for category C.

Justification

Three months from the delivery of the master copy.

Documentation

Along with the application, the following documents that must be submitted to the ICIB to formalise the process (Section 8 of the call for applications):

  • Administrative documentation (available in Section 8.1.a of the call for applications).
  • Descriptive report of the project, which must include the following sections (the information for which can be found in Section 8.1.b.1 of the call for applications):
    • Artistic and cultural quality and interest.
    • Feasibility and coherence.
    • National and international distribution, dissemination and marketing strategy.
    • Sustainability plan for audiovisual production (only mandatory for categories A and D).
  • Technical and artistic details (Form 1).
  • Curriculum vitae of the director and scriptwriter (Form 2).
  • Budget (Form 3a: budget or Form 3b: animation budget).
  • Financing plan (Form 4).
  • Professional background and training of the applicant production company (Form 5).
  • Promotion of talent and cultural industries in the Balearic Islands (Form 6).
  • Request for prior and express acceptance of related expenses (Form 7), if applicable.

  • The procedure must be completed via the CAIB's Electronic Office.
  • Once the application period has ended, the provisional list of accepted and rejected applications will be published on the CAIB's Electronic Office, which will also include any requirements or deficiencies.
  • After a period of ten working days to rectify any deficiencies, the final list of accepted and rejected applications will be published. Accepted applications will be forwarded to the Evaluation Committee, which will be responsible for assessing and scoring the projects.

  • The Evaluation Committee's report
    • Once the applications accepted in the procedure have been examined and evaluated, the Evaluation Committee will draw up a provisional report containing the ranked list of applications, according to the score obtained, indicating the beneficiaries and the amount awarded to each project.
    • This report will be published on the CAIB's Electronic Office and interested parties will be given a period of ten working days from the day following its publication to submit any comments.
    • Then, the Evaluation Committee will issue the final report, which will serve as the basis for the preparation of the draft resolution.
  • The grant decision
    • Firstly, a draft resolution will be issued and a period of ten working days will be opened for its acceptance or rejection (Form 10).
    • Finally, the final decision will be published in the BOIB, against which an appeal may be filed.

Justifying the subsidy

  • The supporting documentation must be submitted as set out in Section 20 of the call for applications. This submission must include:
    • A report justifying the audiovisual production.
    • A financial report on the cost of the activities carried out, which must include:
      • A classified list of the expenses that make up the audiovisual production using Form 14 (in PDF format and spreadsheet).
      • Proof of expenditure (invoices, payrolls and/or documents of equivalent probative value in legal and commercial transactions or with administrative validity) and the corresponding payments, as specified in Section 20.2.2.b of the call for applications.
      • A detailed list of other income or subsidies that, where applicable, have financed the subsidised audiovisual production.
      • If no other aid or subsidies have been received, an updated affidavit stating that the person or entity that has received the grant has not applied for or received any other aid for the same purpose.
      • If applicable, the three estimates that the beneficiary must have requested in accordance with Article 40.3 of the Consolidated Text of the Subsidies Law, approved by Legislative Decree 2/2005, of 28 December, unless they are already included in their file.
    • Notification of the end of filming (Form 11) and the premiere of the work (Form 12), if not previously notified.
    • Proof of compliance with the obligations set out in points j to o of Section 23.1 of the call for applications.
    • The material used to promote and advertise the audiovisual production (posters, brochures, photographs, etc.), if available.
    • Any other documentation required to verify that the subsidised audiovisual production has been carried out.
  • Submit an audit report, mandatory for categories A and D, as explained in Section 20.3 of the call for applications.
  • Incorrectly justified expenses will not be paid. If the activity for which the grant is intended is not fully justified, the amount will be reviewed and reduced proportionally, taking into account the rules specified in Section 20.5 of the call for applications.

Receiving the grant

  • The grant may be paid using the following options:
    • In a single payment, which will be made when compliance with the purpose for which the grant was awarded has been verified and once it has been justified that the subsidised activity has been carried out.
    • In two payments:
      • A first payment, as an advance, at the start of filming. This will be 68% of the grant awarded in the case of category A, and 75% of the amount awarded for all other categories.
      • A second payment of the remaining amount of the subsidy, once the final copy of the audiovisual work has been delivered to the ICIB.
  • The subsidy will be paid by bank transfer to the bank account number indicated on the application form.
  • All information on payments and the documentation to be provided in each case is set out in Section 19 of the call for applications.
  • In any case, these payments will be subject to the beneficiary complying with and justifying all the obligations contained in this call, including justification of the cost.

Furthermore, if the document shows problems with the display of certain characters, it is advisable to install the Noto Sans font on your device.

I am having trouble uploading documentation to the Electronic Office. How can I do it?

First of all, please note that documents must be attached in the third step of the online procedure. Therefore, the previous fields must be properly completed beforehand. In the "Attach" section, you should also ensure that the documents are submitted in the specified formats and always within the maximum accepted file size.

What should I do if the online procedure does not allow me to attach more documents?

To avoid duplications in the submission of applications, it is recommended to send the documentation through a generic application addressed to the ICIB (DIR3A04035972), indicating the file number to which the documents should be added.

How can I stay informed about new grant calls?
